Required VAT field checkout based on countries

Hello,

i have one store and shipped in two countries. Germany and France. Now in the checkout the VAT Field is not required. We don't need it for Germany. But if the customer choose France we want to make the VAT Field as required.

In the register page there was no problem. But in the checkout it is not working. Where is the validation and how can i setup up the VAT field as required based on countries? Any solution?

1. Go to Store > tax > Tax Zones & Rates.
2. Add your vat rule based on country & state.

Here i can only setup up different tax rates. I only want for the country France the VAT field required and for german not.
