how to set up price to "0" for first order in cart and shipping price to " some value"?

hi guys. i want to set price to "0" for first order ? and shipping price to some fixed rate like $12.9.

how can i setup this condition in shipping methods ? if possible how  can i do that . if not 

any suggestions from you people ?

What do you mean by first order? Is it for the new customer placing the order for the first time? or something else?

if the new customer placing the order for the first time price should be zero and shipping should be some value for second order price should be same and shipping should be some value.
