Bad % discount percentage in product page label

Hello, I have a problem, in the products I see in the label for example the 11% of discount but I have applied the 10%, attached screenshots.

How to solve and show the correct 10%?

Can you please try setting discard subsequent rule condition to yes and save the settings.

Refresh cache and if needed do reindexing as well.

Is there any customization done to show this label on product or this is completely magento settings. 

If you have disable this  rule, are we still getting discount label or not.?
