Cart rule with 100% discount applied to shipping after tax, leaving the tax to pay

Using MatrixRate and Magento 2.3.4

 

I am setting up a 100% discount rule that should take 100% off product price and shipping.

 

Instead, it takes off 100% of the product price and 100% of the shipping pre-tax, leaving the tax of shipment hanging. 

 

Apply to shipping amount is set to YES. Free shipping is set to NO. When set to SHIPMENT WITH MATCHING ITEMS, it disallows selecting any shipment at all. When set to FOR MATCHING ITEMS ONLY, produces the same result (tax from shipment is left after discount applied).

 

Is this something that can be solved or is this a Magento issue? I could see many tickets that seem to be talking about similar issues, but they tend to be from 2017-2018.

I also have this problem magento2.4.4
is there a solution for this?
