Cron jobs duplicating and getting stuck *new install*

I was having some trouble upgrading my test install so I decided to wipe it out and go fresh.

The initial install goes fine.

Install the crontab

I need to install the Owebia shipping module so I go to the web setup page and install the module but first I have to raise my available memory or it doesn't pass the component dependency test.

I start the install and after an hour it's still running...

There are now 3 sets of cron jobs running and a bazillion /usr/sbin/apache2 -k start processes.

It's eating up memory like crazy too.

 

I've gone through this twice now with the same results.

I need help getting this set up, I'm dead in the water.

After removing the cron job, it showed "installed" but wasn't installed.

I tried uninstalling it with the cron job disabled, re-ran the cron job and it actually uninstalled.

Tried installing again and now it finished normally.  So weird.
