Failing Web Setup Wizard Component Manager

I've tried several ways in the Web Setup wizard to upgrade or uninstall a module that's causing problems updating the main magento software. Each time it fails at setup:static:regenerate causing me to rollback.

 

I'd like to run this through CLI to see if that works, but can't seem to find the steps do do this. Can anyone help me out with the CLI steps to update a module?

It is currently installed. I need to update it. Would I use the same steps?

Does it make a difference if I'm on CE 2.1.2?
