Hello.
this is 2 fold question. very new to magento . I installed magento 2.1.8 , after getting upgrade notice , i tried to use web setup wizard to upgrade my install to 2.1.9 , in readiness section , i got component dependancy error .. so i installed 2.1.9 from scratch . and when i use web setup wizard again ( just for learning ) i get same error.
WHY am i getting this dependancy error on new install ? nothing has been changed , no extension or plugin has been added to the install .

in component manager. I see few component like French language pack . is it installed already ? i see a green light , but i can not activate any french language there .. any suggestion why i got few language pack component in my component manager ?
