I would suggest you to raise a ticket or ask similar questions on the porto theme support portal as this is a third-party theme.

 

On a separate note i would suggest you to refer the porto theme documentation link - https://www.portotheme.com/magento2/porto/documentation/

As per their documentation

 

Theme Version Update

Prepare Update
 Important!

Since we did significant structural changes in 3.0 including the Bootstrap version upgrade, you may experience some problems after the theme upgrade. You need to update your prior customization according to Porto's new structure.
It's very important to backup all of the themes and extensions in Magento before installation, especially when you are working on a live server. We strongly recommend you to do not omit this step.

  1. We recommend you to duplicate your live store on a development store and try installation on it in advance.

  2. Backup Magento files and the store database.

  3. Disable all cache related section that you have in your Magento.

You can upgrade it by uploading new theme package but your all the custom CSS changes will be back to default, so make sure you take backup of them and then upload after theme update,

firstly,I would suggest you to follow the porto official ducument  to figure out how to update :https://www.portotheme.com/magento2/porto/documentation/ 

secondly, if you still havenot figure out ,I would suggest you renew support of porto theme,and submit a ticket to ask them 

fianlly ,if you think porto's support is too slow,I would suggest you hire a guy to do it for you 

such as this guy https://www.bestshop24h.com/index-en.html  who offer real-time response on magento theme porto installation,editing,layout modification,and offer the latest theme package to update.
