Invoice Sending on magento 2.3.4

Hi,

Is anyone having issue with invoice getting sent out even though we do not check the "Notify customer by Email"?

This started to happen when I upgraded to Magento 2.3.4.

I am on Magento 2.3.5-P2 and it still does the same. I am upgrading to Magento 2.4.1 soon and will let you know if it is doing the same.
