Issue with changing attribute set

Hello!
When I'm trying to change attribute set of new product, nothing happens, searching indication is rolling and nothing.
It happens when I use user account with custom Resource Access.
As for administrator access everything is ok

Any idea?

I have no idea how I can fix it

But under admin everything is ok, or when I give permissions "ALL" for this user
