Localhost magento 2.2.3 cannot add product to cart

I just downloaded magento 2.2.3 CE simple data, I tried to test it in localhost.

I did it through xampp, the installation process went very well, but I cannot add product to cart in storefront, it looks like a JS error.

did anyone know about this?
