Magento 2.3 customize logo URL

I'd like to change the URL of my logo to an off site URL. I've seen one other suggestion, but it doesn't work for me, maybe due to the version (2.1 vs 2.3.5). Thank you.

Check this out - 

app\design\frontend\[theme]\Magento_Theme\templates\html\header\logo.phtm

In this file, you can change the logo and the logo URL as per your requirements.

Thank you. I changed the logo URL, and it works for all pages in the store navigation, except on the store homepage - which links to nowhere.

Is there no solution? Logo URL in header does works on every page of the store except the store home page https://www.blueplanetphoto.com/store/  On the store home page, the logo URL is not active.
