Magento2: Pagination on listing page using static block

I have added a static block in the category
Static block content:

It shows all the products on a page. toolbar not showing:

How can I add the toolbar:

There is widget product list, please use that widget for this.

can I do this with the help of static block using {{block class="Magento\Catalog\Block\Product\ListProduct" template="Magento_Catalog:roduct/list.phtml"}} or not ? showing toolbar 

basically i migrated this data from m1 .it's huge data
