Missing Add Rule button in Related Products Rules with marketing role.

How can I make it so the button displays for that role?

Check the marketer role once with the admin user and check to that you have given proper permission for this user?

I am agree with @Vimal Kumar . Set the permission user with role marketing and allow them the permission of Marketing.

This is with the Marketing role checked on a new user. For whatever reason only
related product rules do not display the Add Rule button.
This is a 2.3.3 EE installation.

It definitely is our problem. I've seen it working now on 2.3.4 vanilla and upgraded our system from 2.3.3 to 2.3.4 and still seeing the issues persists. I'm going to say that this is a moot point and that it is most likely a third party issue.
