Need some advice regarding security updates

Hi there! Need some info regarding the new security updates. There are some issues I want to discuss. I basically want to restrict users in my store's community section to be directed to third-party links. I have been experiencing a lot of spam recently. I went through the update details but am still unsure about how to make the best possible use of them:
