But we did not find the  tiles button at the magento CE 2.2.4

You are checking a link for Magento 2 Commerce not for Magento community edition, By default Tile button available only in Magento commerce and Magento cloud edition.

In magento community, You cant find that tile icon because its not a functionality of Community.
