Standard Language Partly Displayed Instead of Translations

I experience this strange behaviour that the standard language (Croatian) shows up instead of the translations (German or English).

This affects the frontend as well as the backend.

Is this a known issue and what are suggested ways to handle that?

Can you confirm if the translation files has the right translation value for those keys?
