Unable to disable Payflow Pro in Magento 2.0.7

We are trying to disable Payflow Pro and Paypal Express in Magento, and it is still showing as active on the backend and frontend.

I have also tried to disable PayPal in Configuration>Advanced>Advanced

Example5.JPGAnd whenever I change to disable and save, it reverts back to Enable.

 

Any further suggestions?
