Unable to get past Readiness Check Installing Extensions Mag 2.2 xampp localhost php 7

Mag 2.2.3 installed successfully on localhost Xampp windows 10. Confirmed running PHP 7.0.27,  enabled extensions (see image), ran cron (see image)

But every time trying to install Extensions (in Ext Mgr) cannot get past Readiness Checks (see image)   

What am i missing? is there a conflict?  Thank you in advance for any ideas.
