dashboard is not able to load css and js

while i made change in base url  and base url secure (http to https)  i am not able to open dashboard properly.its not loading css and js.

Can you try refreshing cache?

Did you changed the url or just the protocol?

Just try to run below command,

php bin/magento setup:upgrade
php bin/magento setup:static-content:deploy -f
php bin/magento indexer:reindex
php bin/magento cache:flush
