After Magento 2.3.3 update CLI commands do not work
I have performed a composer update from M2.2.5 to M2.3.3 (CE) following the Magento documentation exactly. The composer update ran successfully, and I cleared var/cache/ var/page_cache/ pub/static/* (except .htaccess), generated etc.
However, when I try to run setup:upgrade, I get nothing. Just a new CLI prompt line. No error messages, no progress output. Nothing shows in the Magento error logs. The site isn't accessible of course because the modules haven't been updated.
Not seeing any PHP errors either.

Yes, plus the commands worked on the site before the upgrade. PHP is v7.2
