Did Magento change the language of API error messages with 2.3.2?

Starting with the upgrade to 2.3.2 it seems like error messages of the REST API are localized now. For example the error message "Database deadlock found when trying to get lock" is now "Database deadlock gedetecteerd tijdens het verkrijgen van een lock" in a dutch store. This makes it hard to catch error messages in a setup with many different stores and languages.

I could not find this change in the 2.3.2 Release Notes, so I am not sure if this is intended behaviour. Any ideas? Or did anyone experience the same?

Fyi: I added this issue to github and it has been moved to the community backlog for investigation/fix. https://github.com/magento/magento2/issues/24660
