I have successfully updated a store to 2.4.5 p-1 everything seems to be working correctly.
I have however noted that all these modules are disabled

I found an issue editing a page so enabled all modules which were Magento_ or Adobe_
that solved this issue and answered my question
These all are default Magento modules and essential. Do not change anything in the root files!
Instead, ask the previous developer or client for having them disabled in M2.3.7.
You should be fine if your store is functioning well and the same as the previous version.
