Help with test to magento developers

Hi to all, i am new here, here is the deal I am looking for magento developers for my site. I usually check his portfolio, but i feel this is not enough to see if the person i want to hire is good magento developer... I am trying to find a way to test them and then check to hire...

Is there any way to check their ability and clean coding easy for a nonprogrammer?

to make sure your magento shop will be perfect you need a company and a contract...

The problem i faced when i hired a company is that they over rate their work, i mean for example a small bug to fix that needs 20 min in a freelancer they put 3/4 hours of work... So the rate is 10x higher

Yeah, I'm not sure how else would you check other than seeing their portfolio.

Maybe you can check https://commercehero.io/ , is not a magic bullet but is better than nothing.

Also, https://u.magento.com/certification/directory/ should be a good starting point.

Just a suggestion.

Go to magento.stackexchange.com and hire anyone with rank over 2000. They are all good if they score 2000+ there.
