It looks like you're having a product with SKU surcharge fee which is used to add surcharge fee. If you want to change a text, you can probably to the Admin panel and find such product by SKU in catalog.
If it gets automatically added to the cart, then you have some custom / 3rd party functionality which I'm not aware of (it's not standard Magento functionality).
