USPS Service Name Change - instructions problems

I'm trying to follow the instructions for the USPS patch for 1.x, but I'm having some difficulty with that.  When I log into magento.com, I don't see a Download link in the left column.  In fact, there really isn't much of a column there at all.  More specifically, all I see to the left are Account Settings, Billing History, and Certifications.  I tried searching the site for the patch, and nothing came up.  What am I missing here?  http://devdocs.magento.com/guides/v2.1/release-notes/tech_bull_USPS-patch-Sept2017.html

I think I figured out how to get around this.  When I log into magentocommerce.com/download, I can find the patches.

I tried the workaround of editing the upsp.php file and it's still not working. I'm using 1.9.2.1.

I followed all the directions carefully. No First-Class Package...

I look in the configuration settings and the old name is still there.

Using the patch looks like a long process.

Anybody have any ideas?

I have an idea. Why not do automated patches like WordPress does? Applying
this patch required me to get shell access to my accounts for the first time
in all the time I have been putting together websites in over 10 years.
