FedEx shipping message "Sorry, no quotes are available for this order at this time"

I'm using Magento 2.1, and have configured Fedex shipping method.
When checkout whatever address I enter I get the following message: 
"Sorry, no quotes are available for this order at this time"


I have inspected the checkout page on google chrome and I found the following error:

What could be the problem? what did I do wrong? I'm sure the credentials are correct!
