Lock billingadress for credit insurance

Hi,

Our credit insurance company wont insure the order when its different from the innitial application. We only do B2B and customers can register on our webshop, they already have to be a non web customer

Is it possible to lock the billing adress?  Its ok if our customers can change the shipping adress
