Web Set Up Wizard redirecting to upload.php

I am trying to install a extension for a Magento 2.3.0 version through Web Set Up wizard. However when I am clicking it, it redirects me to a update/index.php page. 

Can someone help me as to why is this error appearing?

You can install plugin by downloading this plugin codebase from other source also, any how Magento going to remove this Wizard.
