You can find the system requirements for Magento 2.4, the latest release of Magento, at: https://devdocs.magento.com/guides/v2.4/install-gde/system-requirements-tech.html

You can find the system requirements for Magento 2.3, which is considered more stable, at: https://devdocs.magento.com/guides/v2.3/install-gde/system-requirements-tech.html

You can also spin up a hosting environment to act as your dev environment with a Magento hosting provider.
