Cannot connect after server restart

I am trying to install on a VM on CentOS 7. I got everything working, got passed the file permissions finally. Got it installed and setup. It redirected me to the admin page to log in. At this point I restarted my CentOS server because I wanted to start it in headless mode since I no longer needed the console terminal up the entire time, since if I needed to change anything I can do it through SSH. Well after it restarted, I typed in my IP address and get: 

This page isn’t working

192.168.1.243 is currently unable to handle this request.

 

Admin, setup. all of it gives the same error. I restart my apache, still same error. Restarted mysql also, still the same thing. I had to issue a setenforce 0 command to get it to install. I do not know where to start anymore with looking for issues. the httpd.conf and php.ini has been changed. How can I connect? Also ssh still works to the servers box.
