I recently upgraded from 2.2.7 to 2.3.5-p1, and the free shipping was set to 29€ but it does not calculate correctly, I'm betting that is calculating the order total without taxes.
here is any solution to this? Some products have different tax rates so I can't just calculate and do a minimum without taxes in account here so i'm a bit lost on what should I do.

Hey @Bhanu Periwal ,
I used that for setting shipping values for different countries but free shipping is the magento default one.
But shouldn't Magento by default get the total order price including tax and then check if it is eligible for free shipping? In 2.2.7 it made it that way and made sense to me.

I am having the same issue. I want free shipping at £40 but it currently doesn't kick in until about £47 due to the total not including tax.
Was there no configuration or fix for this?
