This was made intentionally as email is the only way to set customer password after creation from admin.

@sevos1984, I appreciate the security.

However, the use-case for a separate "Send Welcome Email" action is:

  1. The client inputs all their existing customers, pre-launch.
  2. On launch day they send out welcome emails announcing the new site, and asking customers to input new passwords.

Passwords aside, we find that clients want control over when Magento emails customers. (In the example above, it would be embarrassing to notify customers of a site that isn't ready.)

Can MAGETWO-57988 stay open?

Him @JacobDrummond. You suggestions make sense. 57988 is still open. I will update one with new requirements. Think we need some action to push mass notification for delayed messages. Agree?

@ilol,

Think we need some action to push mass notification for delayed messages. Agree?

Batch-sending welcome/reset emails from the customers grid would be very handy. Thanks!

Why has this issue been closed when @ilol says MAGETWO-57988 is still open? (I'm not familiar with Magento's internal/external ticket workflow.)

That is our internal process. Bug (issue) was closed, user story was created. New tracking number is MAGETWO-58318

has this issue been addressed in any way?

How to go about importing customer accounts in test mode, without emailing clients?

As a workaround you can try to use extension for disabling email notifications.
