Free Local Delivery based on zip or city?

Looking to make a custom shipping method.. Free Local Delivery.  This is when a customer is within range or in the same city and it offers this during checkout so they get zero shipping charge for a local delivery option.

   This can be done through table rate shipping method  also.

Hi @dlovin123

I believe you can achieve it through a shopping basket price rule, putting a condition on the 'shipping price'.
You need to create 2 rules :
1 if shipping city is having the zipcode '<zipcode>'
1 if shipping city is NOT having the zipcode 'zipcode'

You can use owebia shipping extension for both magento 1.x or Magento 2.x As I used it for shipping calculation based on zipcode , location and weight it worked perfect
