Multi Shopping Cart Rules

I have tried to find a way on Magento 1.9 where I have multiple shopping cart rules that account for discount coupons and free shipping. The scenario is that if a customer adds items and go to check out and value is above say 100 GBP then free shipping rule is applied. But if they then apply a discount code and it takes the value below 100 GBP then shipping is charged. Currently the rule only allows cart subtotal which doesn’t change after discount is applied. Any suggestion or good examples of how to make this work?

Th extension provides free shipping based on the amount after discount is applied, so if a customer spends less than 100 GBP (if it is the minimum required to be eligible to free shipping), then delivery charges apply.
