Shipping calculation based on weight

Hi Guys, I have a shipping charges calculation requirement from a client where,

I want to make a custom shipping charge based on weight. Conditions are below

1. If the product is under 5kg (0-5) then the shipping charge is $18. 

       Here the seller uses Courier Partner A

2. If the product is under 25kg (5.1-25) buyer should contact the Client(Supplier).

       Here the seller uses Courier Partner B

3. If the product is above 25kg (>25.1) buyer should contact the Client(Supplier).

       Here the seller uses Courier Partner C

P.S: The client is not ready to give me any kind of flat rates/ fixed rates. He wants to calculate the charges himself if the weight is above 5KG. 

I tried to do this on Table rates but that did not work out. I'm open to ideas.
