Shopping Cart Price Rules Issue in Frontend - 1.9.3.1

Hi,

I Installed Magento community 1.9.3.1 version. I am getting issue with coupon codes. 

 

step-1: Apply coupon code in cart page. and Remove it from cart.

step-2: Proced to Checkout, enter billing and shipping address. And come back to cart page, and check the promotion section. Coupon code is applying.

 

If any one can solve this issue, please post the solution.
