You can use Magento out-of-the-box to create a promotion that assigns a discount if the customer is buying 10 or more products.

If you need a promo rule, then you can use the feature that is available in M2 out-of-the-box, as mentioned above.

However, if you need to highlight your offer and make it more prominent, you can use Promo Banners.
