Hello,

Is there any extension for Magento where we can add custom notices for customer accounts. 

For example, in Magento, if I open up a user account, a notice pops up providing me with useful information, such customer only speaks a certain language, or items cannot be shipped via UPS, etc. etc.

Or is there another method that does not require an extension for such a small feature?

Or if you are talking about the backend user account and useful admin notices we can advice you our Custom Attributes.

This module allows you to create multiple custom attributes unavailable within the native functionality and then refer to this information each time you need it. However, it does not support pop-up notifications, just provides a dedicated section in the Customer Information panel.
