Geo-fencing for customers and stores

I am looking for an extension to solve below problem. Seeking experts' advises.

In our biz model, one store is authorized to sell in a specific area i.e. city. So, admin should have ability to configure geographical area using geo-fencing in google map.

Customers of an eCommerce portal

      - can see stores of geo-fencing marked area

      - can make order of those specific stores only

Admin

      - can configure geo-fencing as per store coverage. 

Store owner

     - can see order

     - manage delivery

Do you need Geo-fencing? Could you simplify this by assigning an order to the nearest store using the geocode for customer and store?

Basically, when a customer signs up, based on her geo-location (lat long), a particular store will be tagged. Meaning she can see that store and products of that store.

On the other side, when a guy opens his store, he must configure his territory using geo-fencing. He will not be visible to customers beyond his territory.
