Looking for a Affiliate Extension Like this...

I'm looking for a affiliate extension that kind of works like empowered network, where affiliates can promote the product, get a commission/etc, but they are charged a monthly fee to do it.

So far, I see really good affiliate extensions, however, most do not have a option that I am aware that lets me charge them monthly.

Can anyone shine some light on this for me?
