Magento does provide "Pick-up" and "delivery" to some extent but still needs a lot of custom development based on your needs. The first image you shared is for Home Depot, where they use location-based solutions, and in a more straightforward way, shoppers need to add their location, and the rest of the options will be based on it. 

For instance, the developer needs to consider the list of warehouses, Shipping providers, Product inventory systems, and more. 

Let me know if you want to define this in-depth, as there won't be any extension available precisely, and I'd suggest going custom for this.
