Didn't you try default table rate shipping extension of Magento default functionality?

Yes I'm familiar with Shipping Tables but that doesnt answer the question I
asked.

Sorry if I was unclear - let me explain my requirements a bit clearer.

1. I need to create some shipping areas
2. The areas need to include quite tightly defined shipping areas eg:
Country=Togo & Zip Code >=0001 & Zip Code <=0002 - call this area "Togo
Central"
3. I need to include these new areas eg "Togo Central" in shipping rules.

No it doesnt look like your extension meets my needs.
