verifying orders through otp

cash on delivery is the primary payment method used by customers to place order. due to this, my client gets numerous fake orders which results in high delivery costs and big number of returns. i want to implement a way in which my client can confirm that the order is genuine and placed by a real person. is there an extension available to achieve this?
