Can not generate new Secure Keys

Hi guys,

I can not generate new secure key at magento connect.

after enter the name and click "Generate New" system always show

"Synchronize access keys fails".

I cannot generate as well how can I upgrade?

I have been having the same issue for the last 12 hours.
