Fatal error: Class 'Mage_Paypal_Block_Express_Shortcut' not found.

I installed the 1.9.1 version of Magento CE .
I installed only the version available on the official website . I did not install any module.
My backend works perfectly , but frontend shows the following error message .

Fatal error: Class 'Mage_Paypal_Block_Express_Shortcut' not found in /home/tisouza/public_html/www.hypnosemodas.com.br/app/code/core/Mage/Core/Model/Layout.php on line 491

What i would try in the first instance, if this is a clean Magento install. Just delete all of the Magento files on your server and replace with a clean install.

It is possible whilst uploading your initial install it was interrupted and dropped a file (depending on how it was installed.)
