How can I uninstall banner slider?

It depends on a lot of factor like how it was inserted into your theme in the first place. 

Can you explain further on what theme are you using, what you are trying to achieve, etc?

In case if you're using Banner extension then login into Admin panel and go into System >> Configuration >> Advanced. Find banner module and Disable it... Make sure cache is Disable and do not forgot to clear cache after disable... Cheers
