All the Magento 1x series versions can be downloaded from the link which you mentioned. You need to click on the Release Archive tab, here you can see the links to download.

Or you may directly go to Magento 1.9.3.0 download link by clicking https://magento.com/tech-resources/download#download1931

And anyone who are having trouble with downloading Magento, if you can't download magento on magento site, you will find it in github.

If you find any problem using github, you could use this page for downloading Magento:

https://blog.magestore.com/magento-download/

They extract all latest versions of Magento and present it to you.

Users should download Magento only from the original source.

Is not at all a good recommendation to offer the software from your own site as a secure source.

MAGENTO SHOULD BE DOWNLOADED FROM MAGENTO.COM ONLY.

Please, don't do this kind of recommendations. Is a really bad idea.
