Locale settings screen Blank

Hello, our web developer recently informed me that he cannot install magento, it gets to the Localization portion of the intsall, but all it displays is a Blank Box that says Locale. If anyone knows how to fic this, or if I am missing something in a config file please let me know.

What platform are you installing this on? Which version? 

Have you checked your file permissions? This doc might help with that:

It turned out to be a missing php extension actually. PHP53 XML

I have already install php-xml 5.4. Still get blank. Pls help me
