Magento 1.9.2.3 - Attribute set button missing

There has been a new installation of Magento 1.9.2.3 to my server. I am trying to create an attribute set and assign atrribute to the already "default" set available. However the "create new set" button is not available and is missing.

Has anyone got an idea what may be causing this problem? Since it is a fresh install maybe I am doing some sort of configuration incorrectly.

The issue is because there is template files missing in magento 1.9.2.3 version adminhtml catalog directory.

You will need to add the files from magento old version manually to make the attribute section work properly.
